2014 Flexible Spending Account Enrollment

It’s Flex Time Again !!

WELS Flexible Spending Plan open enrollment for 2014 will run from Fri., Nov. 1 through Fri., Nov. 30, 2013.  No late enrollments will be accepted.  Enrollment will be permitted on these 30 days only.  After November 30, 2013,  2014 FSA  Open Enrollment will be closed.  Eligibility includes all employees working over 20 hours per week with the exclusion of vicars.  An employee does not need to be enrolled in the VEBA Group Healthcare Plan to be eligible for Flexible Spending Account (FSA).

Flexible Spending Accounts can be used to reimburse healthcare expenses, dependent care expenses, and private medical/dental insurance premiums.

Enrollment in the Flexible Spending Plan is paperless.  If you participated in the program in 2013 and accessed your online account, you will be able to go to your account to re-enroll for 2014.  If you did not use the online system this year or did not enroll, go to the Web site, www.uhcservices.com, to set up your password and pin number.  Remember you must re-enroll every year.  Current year elections will expire after Dec. 31st.  (See the “Grace Period” section below for additional information).

If you experience any difficulty in establishing or accessing your UHC Services account for enrollment, please contact UHC at 1-877-797-7475 for assistance.  During open enrollment Human Resources will not be able to verify your enrollment elections.  For this reason, you are strongly encouraged to print the confirmation notice once you complete the online enrollment.  You can make changes to your election at any time during the open enrollment period and up to Nov. 30th.

2013 IRS Regulations
This flyer communicates Flex Plan regulations that may affect how an employee makes their election.  Currrently there are no new regulations for 2014.

2013 Notice for Maximum Benefit 
This flyer provides information regarding the $2500 medical FSA maximum for 2013.  There is no change in maximum benefits for 2014.

Grace Period for 2013 Flexible Spending Account Balances:

If you have a balance in your 2013 flexible spending accounts (medical, dependent care, and/or private insurance), you are able to apply expenses incurred through March 15, 2014, to your 2013 flexible spending account balance(s).  To do so, you must file the 2014 expenses against your 2013 balance when processing a claim for reimbursement.  Claims against your 2013 balance(s) for expenses incurred through March 15 must be filed by April 29, 2014. 

Considerations for the WELS VEBA Premiums:

If you are electing to stay at or change to the VEBA $500 deductible level, your share of the premium cost increase from the $1000 deductible option will be deducted from your pay on a pre-tax basis.  Do not include your premium cost share when setting your 2013 amount for the private insurance premiums.
